The Fisheries Action Coalition Team (FACT) is a coalition of local and international NGOs, established in 2000, that focus on environmental issues around the Tonle Sap Lake and in particular monitor the fisheries sector. FACT works closely with fishing dependent communities around Tonle Sap Lake, in Cambodia's upper and lower Mekong regions, and the coastal provinces supporting them in building their organizations and networks so that they can advocate effectively for themselves on issues that affect them. FACT also advocates to decision makers to explore alternatives for fishing communities in order to improve their livelihoods. FACT was previously a program of NGO Forum before becoming an independent organization in January 2004. FACT is presently implementing five programs, with an underlying emphasis on human rights, sustainable livelihoods, education, and awareness raising:
FACT also conducts research, fact-finding missions, and gathers information on fisheries issues. These activities form the basis of national and provincial level advocacy efforts to influence decision and policy makers and public awareness raising activities. In this stage of project implementation, FACT plans to conduct a general evaluation of its programs to date, in order to evaluate its progress to date and to refine the next stage of project implementation that is programmed to begin in January 2006 until the end of 2008.
FACT's vision
FACT is guided by a vision, which is based on the values and importance of fisheries for the food security of rural people. FACT seeks to participate in further building up and developing good governance in fisheries management in Cambodia. FACT wants to see a Cambodian society:
- Where people can access to fisheries resources to have enough food for their day to day living;
- Where local fishing communities' voices are integrated into decision-making and policy formulation;
- Which fisheries resources are used and managed in a sustainable way for the benefit of present and future generations;
- Where local people have equal access to fisheries resources and are supported to attain their social, political and economic rights and enhance their quality of lives;
- Where fisheries resources are not for just economic benefit but also for local people.
FACT's mission
- Working with a coalition of NGOs, government institutions or local based organization (CBOs) towards empowering local fishing communities through strengthening a grassroots organization.
- Working with NGOs involved in fisheries and natural resources issues by directly working with local fishing communities and build a strong coalition of NGOs and local grassroots organizations to protect the fisheries, water and natural resources in the Tonle Sap Lake, Mekong River and Cambodian marine resources along the coastal provinces.
FACT's long term goal
FACT's long term goal is to promote sustainable management of fisheries resources in Cambodia, aiming at improving food security for the rural poor who depend on fishing for their livelihoods and empower local community to improve access to fisheries through building a strong grassroots organizations.
FACT's short term objectives
FACT's short term objective is to promote dialogues among fisheries stakeholders aiming at reducing fisheries conflicts, protecting fisheries and natural resources, local people livelihoods through providing forum and conducting field based research, and strengthening communication between fishers, the Royal Government of Cambodia, donor agencies and NGOs.
FACT's board of directors and steering committee
FACT's board of directors are formed of senior representatives from six NGOs, namely: AFSC; AS; CEDAC; CFDS; CWS; and NGO Forum on Cambodia. FACT's steering committee if formed of its core members, namely:
- Aphivat Strey (AS) in Battambang;
- Cambodia Family Development Service (CFDS) in Pursat;
- Phnom Neang Kong Rey Association (PNKA) in Kampong Chhnang;
- Village Support Group (VSG) in Banteay Meanchey;
- Angkor Participatory Development Organization (APDO) in Siem Reap;
- Cambodian Organization for Women Support (COWS) in Kampong Thom;
- AFSC/ISLP (Integrated Sustainable Livelihoods Project) representing the coastal provinces;
- Chamroeun Cheat Khmer (CCK) in Takeo;
- Khmer Farmer Association (KFA) in Kandal province;
- Neak Aphiwat Sahakum (NAS) in Kampong Cham;
- Sesan Protection Network (SPN) in Ratanakiri; and
- Culture and Environment Preservation Association (CEPA) in Stung Treng province.
