1. SCOPE OF WORK

1.1 General Description 

SUMERNET Advisors are high‐profile experts who provide strategic advice and direct support on capacity building and the development of research for policy and practice, communications, policy engagement and network development. They are drawn from some of the best minds, skills, and competencies found in the Mekong Region.   

To ensure SUMERNET delivers the greatest impact, we are looking to fill in these following thematic external consultant positions:  

   1. Conflict Sensitivity-Ethics (C-E) Advisor 

   2. Gender Equality, Disability and Social Inclusion (GEDSI) Advisor 

   3. Human Rights Based Approach (HRBA) Advisor

The external consultants will serve as advisors in providing credible and reliable support for SUMERNET PLUS and its partners over the programme period.  

The SUMERNET PLUS external consultants will provide support for programme in the following topics: Gender equality, disability and social inclusion; Human rights-based approaches; Conflict sensitivity-ethics, and SUMERNET Young Professional network. Importantly, the external consultants will work together to provide an integrated resource to improve knowledge and build capacity for SUMERNET- granted projects and network members.

1.3 Consultation Service Period: 

The external consultants will contribute to the SUMERNET PLUS programme activities on a part-time basis for the period February 2026-May 2029*. Estimated time inputs are indicated in ToRs (see link above).  

* Additional notes: 

  • The final number of annual working days will be discussed and subject to agreement between the consultant(s) and SUMERNET Secretariat during contract negotiation process and after annual performance assessment.  

  • The payments for the advisor service will be based on actual outputs delivered and actual working days per year, not exceeding the maximum annual allocation. 

  • Continuation each year is subject to annual programme workplan & annual performance assessment conducted by the SUMERNET Secretariat.

SUMERNET invites highly qualified network members with the relevant background and experience to apply for this long-term part-time consultant position. Members with strong expertise in the themes and topics of SUMERNET work, as well as intensive experience working in the Mekong Region are encouraged to apply.
