Siwawut Chaiya

Siwawut or Tommy joined SEI Asia in October 2025 as Programme Manager, working primarily with SUMERNET & MTT Programmes, under Water Cluster to the role of Programme Manager with focus on Monitoring, Evaluation and Learning.

Before joining SEI Asia, Tommy worked as the Mission MERL Specialist for USAID/Regional Development for Asia supporting programmes on economic development, energy, environment, and democracy and governance. He has more than 14 years of progressively responsible experience in the field of Monitoring, Evaluation, Accountability, Research, and Learning (MERL/MEAL) working in both implementing organisations and donor sides, and both in development and humanitarian sectors. Most recently he led a consortium project focused on protection of human rights defenders from Myanmar and prevention of atrocities as the Director of MERL, through providing subgrants to more than 70 grassroots organizations in Thailand and Myanmar. In addition, Tommy works as an independent consultant on evaluation and research.

Tommy holds a Master’s Degree in Social Development from the University of Sussex.
